欧盟的社会治理与欧盟的合法性

课程简介：
该课程着重向学生介绍福利国家、社会政策的欧洲化及其在欧洲治理中的合法性含义。此处，合法性指的是政府的积极作为与认真负责，而该课程的目的就是讨论政治合法性的方方面面，特别是在福利国家欧洲化以及欧盟治理的多层体系中所展示出来的合法性。应对的问题包括：为什么社会政策的整合面临困境；为什么需要采用诸如“OMC”（开放式协调）等机制；如何保持欧盟内民主合法与经济高效间的脆弱平衡，以及其为何在欧债危机和金融危机期间成为更加棘手的问题。
课程目标：
该课程试图帮助学生动态地考察欧盟社会治理与合法性，从而学生能从欧洲经济共同市场与社会福利国家的角度与欧洲合法性的角度来剖析欧洲福利改革中所面临的挑战。
